This new feature will allow users to record a short video of 60 seconds and send it to their contacts like a voice note. WhatsApp will enable end-to-end encryption and recipients of such messages are unlikely to be able to download or forward the video. Perhaps it is possible that WhatsApp may allow screenshots to be taken by the recipient.

The preview of the new feature shows what it could look like when implemented in the stable versions. The feature can come in handy while sharing instant events with a friend or family and can help users convey their feelings to their loved ones easily.
Currently, the feature is under development and there is no indication of a launch timeline. However, it is believed that this feature will come for iPhone users and there is no information about whether it will come on other platforms or not.
